CM calls for 100% literacy in the State within an year
 

Hyderabad|India|August'2011: The Chief Minister N Kiran Kumar Reddy called for a concerted effort to achieve 100% literacy in the State within an year. He asked all the departments concerned like the SERP, Rural Development, SHGs, MGNREGP missions, MEPMA, Minorities Welfare, Social Welfare, Tribal Welfare etc. to work in tandem with the Adult Education department to achieve the goal. The Chief Minister today held a detailed review meeting on literacy programme with the minister and concerned officials at Secretariat.

The Chief Minister asked the Adult Education Department to chalk out a comprehensive action plan in coordination with other departments like SERP, Social Welfare and Tribal Welfare, Rural Development etc. to achieve the 100% literacy goal in the State. He asked them also to prepare the requirement for funds. The Chief Minister exhorted other departments to put in maximum efforts and coordinate with the Adult Education Department to achieve the goal. He said required funds will be provided in this regard. He wanted the districts which have low literacy to be given top priority in the drive and also asked the minority welfare department to see that 100% literacy should be achieved among the minorities.

Saakshar Bharat (SB) Programme is one of the flagship programmes of Prime Minister which was launched nationwide on 08.09.2009 for raising the overall literacy to 80% and reducing the gender disparities in literacy levels. The Government of India sanctioned SB programme to 19 districts in the State except Hyderabad, West Godavari, Krishna and East Godavari. The interim target of SB programme is 79.53 lakh non-literates and the Programme has been launched in A.P. on 8.9.2010 enrolling 14.80 lakh non-literates with 1,45,688 Centers run by 1,45,688 Volunteers.

Achievement of Phase-I: 14.80lakh non-literates were enrolled, 10.76 lakh non-literates were made literate and 10.12 lakh persons appeared for National Institute of Open School Test on 06.03.2011. As per the instructions of the GOI, the State has conducted House Hold Survey and identified non-literates in 15 and above age group in rural areas.

2nd Phase of the Basic Literacy Programme--2011-12: Preparatory activities are on to start literacy programme Phase II to cover 16 lakh non-literates with the available Budget provided by GOI and State Government for SB, will be implemented through 38,000 Village Coordinators by enrolling 30 non-literates in each group and it is also proposed to cover 90 lakh non-literates with the support of other Departments.

Meanwhile a meeting was held as part of Public & Private partnership initiative on 08.09.2010 presided by Union Minister of State for HRD, D.Purandeswari, at Hyderabad. Corporates were urged to come forward to join and support the Government’s endeaover to strengthen in making country literate. They were also told about the formation of Rashtriya Saaksharatha Kosh which was kept before Union Cabinet for approval. On the same lines it was decided to form a trust for public and private partnership for achieving 80% literacy for adopting particular areas by providing financial support etc. to Saakshar Bharat (SB) Programme particularly for Vocational Skill Development Programme.

Following the Chief Minister's directions, Chief Secretary S V Prasad has also conducted a convergence meeting with Rural Development, Agriculture, Welfare Departments, Forest Department, Minorities, Animal Husbandry, Women Development and Child Welfare on 29.06.2011 for literacy drive as they are major stake holders, such Departments can organise Literacy Programme effectively to make non-literates as literates among their groups and Technical assistance as well as limited man power assistance shall be given by the Adult Education department.
