Hyderabad|India|August'2009: On credible information the sleuths of Commissioner’s Task Force, West Zone apprehended one fake manpower recruiting agent who was cheating the un-employed youth and carrying the business of recruitment for deployment of Indian workers with foreign employers without any permission from Protector General of Emigration, Ministry of Labour, Govt. of India and seized about 21 Applications, Paper Clippings of Advertisements and visiting cards from his possession.


The Task Force Teams conducted raid at Career Consultant- The accused,Mohd Anwaruddin Anwar of Tolichowki and seized 21 No.s of filled Bio-data Forms, Advertisement paper clippings from his possession.

On enquiry it is revealed that the above accused person is running Fake Manpower Consultant Agency and cheating the unemployed youth by posing that he is Licensed/Authorized agencies to carry on the business of recruitment for deployment of Indian Workers with Foreign Employers/Companies and collecting huge amount Rs.2,000/- to 5,000/- from each aspirant. He attract un-employed youth by giving big advertisement like Job opportunities in Foreign Countries for masons, labour, carpenters, foremen, draftsmen civil for huge salary from Rs.50000/- to One lakh. These agents send some of the resumes to the other manpower consultant agencies of Mumbai, only to create an impression to the aspirants that they are processing their applications. After 2-3 months of processing time they inform that their application was rejected for certain reasons. Further they would not return the money as it was spent for processing.

As per the Emigration Act 1983, the Central Govt. under the Ministry of Labour is the competent authority for the registration/renewal/cancellation of recruiting agents. As per Sec. 10 of the act, no person to function as recruiting agent without valid certificate. The only certified recruiting agent can carry on business of recruitment for deployment of Indian workers with Foreign Employers/Companies. The holder of the certificate shall conduct business only in the place indicated in the application. The holder of the Certificate shall not employ any sub-agent for the purpose of conducting or carrying on his business.

The above accused is violating the above Sections of law and cheating the un-employed youth by collecting huge amounts in the guise of carrying on the recruitment business as a licensed/certified recruiting agent.


The arrested accused person along with seized material was handed over to SHO, Golconda PS for taking necessary action.

Naveen Kumar and Staff of Commissioner’s Task Force, Hyderabad under the supervision of Sri V.B.Kamalasan Reddy, Dy.Commissioner of Police, Task Force, Hyderabad.
