Nation-wide launch of the Unique Identification Project (UID) from Andhra

Hyderabad|India|August'2010: The Prime Minister will do the
Nation-wide launch of the Unique Identification Project (UID) from Andhra
Pradesh in the 3rd or 4th week of this month. This is because A.P. is far
ahead of other States in formulating the Project. Chief Minister Dr K
Rosaiah chaired the first meeting of the Empowered Committee of Unique
Identification Authority of India (UIDAI) at Secretariat. The Committee
decided to take up and complete enrolment of over 3 crore people in the
districts of Hyderabad, Rangareddy, Adilabad, East Godavari, Srikakulam,
Chittoor and Anantapur by March, 2011, covering all regions, ITDA areas
and a substantial SC population.
The Chief Minister was given a presentation of the functioning of the
scheme and was told that UIDAI was established in February 2009, attached
to the Planning Commission. The objective is to issue a Unique
Identification Number to all residents of this country and offer online
authentication with an inclusive, pro-poor approach.
It will be completed on a Partnership model with Registrars,
Sub-Registrars and Enrollers with Biometrics for accurate de-duplication
and will work on established Timelines. The UID has the potential for
immense benefits/savings to the States and residents. The UIDAI will issue
numbers to each resident and not cards with Online authentication. It
guarantees only Identity; but not benefits or any other entitlements.
All residents, including children are given UID. The inclusive potential
of UID includes enhanced access to services, eases mobility and reaches
out to marginal groups. The UIDAI will offer the roadmap for Registrars to
become UID-ready and publish standards to be part of UID eco-system. It
will have regional office which will co-ordinate with the State Government
on a continual basis and help State Governments to align their systems to
become UID compliant.
The Chief Minister was requested that the UIDAI expects the State
Government to be partner as a “Registrar” with a High level Committee
headed by the Chief Secretary to anchor it here. The existing State
Government projects can be aligned to UID system. Considering its reach,
it can be the best “enroller”. The Introducer System is used to enroll
residents who do not possess supporting documents, a network of approved
introducers will be created and the residents would have access to them.
Introducer can introduce a resident and vouch for validity of resident’s
information and misuse of this facility would be dealt within the legal
framework.

other officials attended the meeting.
