CM introduces
GREEN CHANNEL for priority schemes

The Chief Minister N Kiran
Kumar Reddy introduced a unique and revolutionary
scheme "GREEN CHANNEL" for smooth and quick
release of funds from the Finance Department to
all top priority schemes for its effective
implementation. The Chief Minister reviewed the
release of funds to various departments
implementing important schemes with Finance
Minister and other top officials at Secretariat.
The Chief Minister said the new system "GREEN
CHANNEL" is unique in the country and being
introduced for the first time in the State. The
Green Channel facilitates one-time smooth and
quick release of funds under the budget (BROs-Budget
Releasing orders) for the financial year. He said
that schemes such as Subsidy to the farmers,
Social Security Pensions, Abhayahastham, Pavala
Vaddi, Mid day meals, Kitchen Sheds, Purchase of
Medicines, Rural Sanitation, ICDS, Diet charges in
the welfare hostels, Drinking Water, Power Supply
are among the 28 subjects to be covered under the
green channel.
The Chief Minister said that Rs.16,400 crores is
required per annum and in this Rs.1,830 crores
will be released every month as per the
requirement whenever necessary by the departments.
The Chief Minister took this decision to avoid
unnecessary delays. Circulation of files relating
to budget proposals to the Finance Department and
processing of the files used to be time consuming.
The Chief Minister said he will monitor the
releasing of the funds under green channel every
month. He said more subjects will be included
under the scheme as per the urgency, priority and
requirements of departments concerned.
The Chief Minister said with the introduction of
the Green Channel, there will be no delay in the
implementation of the various welfare schemes
being implemented in the State. He said the
Finance Department will formulate the guidelines
to implement the Green Channel scheme.
Disclosing this to the media persons after the
review meeting Finance Minister Anam Ramnarayan
Reddy explained salient features of the unique
Green Channel scheme. He also said that the fee
reimbursement dues pertaining to last year
amounting to Rs.600 Crores would be cleared by the
end of this month.
