Seminar on 'Youth for Police
Reforms' at the University of Hyderabad

Law of the Land Should be implemented in common to all Sections of
the Society and influential people should not be spared for common
justice, said, Dr. Jayaprakash Narayan, Member of AP Legislative
Assembly, while delivering a lecture recently at the National
Seminar on ‘Youth for Police Reforms’ organized by the Academic
Staff College of the University of Hyderabad in association with the
Commonwealth Human Rights Initiative, New Delhi.
Dr. J P Narayan, opined that Reforms should not be aimed at
implementing in the Police System alone rather Society as a whole
should be led towards Reforms in all spheres and Law should not be
in the hands of few individuals but Law should direct the country
towards fair justice. Further added that, Police, the law enforcers
be given autonomy in their functioning with due respect to
Judiciary. On the recent Corruption breakthroughs, Dr. J P Narayan,
said that Punishment in wrong doings should be common to the elite
politicians and the common man and felt that it’s time to strengthen
existing Laws and curb the loop-holes which are proving haven for
the culprits. On the Police Highhandedness in the recent movements
being led by the Politicians he said they are not in the right
direction and suggested that Politicians be given Special training
in leading people.
Sri. Prakash Singh, I P S (Retd.) and former DG-BSF and former DGP-Uttar
Pradesh, the guest of honour, lamented that the Police Act, of 1861
introduced by the British Government is still in vogue, without much
changes and suggested that Police should adhere to the Supreme Court
guidelines in enforcing Law and Order.
Prof. Seyed E. Hasnain, Vice Chancellor, presided over the lecture,
emphasized the need for Police Reforms in his welcome address. Mr.
Kamal Kumar, IPS (Retd.), Former Director-National Police Academy ,
Hyderabad who coordinated the seminar on behalf of the Commonwealth
Human Rights Initiative explained the need for police reforms and
brought out the "Misuse of police for Political Agenda" and the need
to make police as a service oriented organization. Dr. Y.
Narasimhulu, Director, Academic Staff College, was the coordinator
for the seminar on behalf of the University of Hyderabad.
