Primary and secondary school education to be bifurcated

The Chief Minister Dr. Y.S Rajasekhara Reddy has finally decided that
the primary and secondary education will be bifurcated and consequently
there will be separate Secretaries and Directorates for each of it. The
primary education will comprise of I to Vth class including pre-primary
classes plus the Sarva Siksha Abhiyaan. The Secondary Education will
comprise of VI to Xth and then up to XII Class (Higher Secondary). The
Chief Minister also agreed to the proposal to have separate Special
Secretaries to look after service matters of the teachers for both the
departments.
The Chief Minister had a comprehensive review on the working, achievements
and issues of the School Education department. Dr Reddy said that the
secondary education should also focus on English Medium. The Chief
Minister directed that the both of the departments should see that all
Government schools should have pucca buildings, additional classrooms,
toilets, compound walls and other infrastructures.
The Secretary, Secondary education will look after Secondary Education,
Government Examinations, A.P. Residential Educational Institutions
Society, Hyderabad Public School and Intermediate Education.
The Secretary, Primary Education will look after Primary Education, Sarva
Siksha Abhiyan, SIET, Adult Education, Public Libraries, Jawahar Bal
Bhavan, A.P. Mahila Samatha Society, A.P. Open Schools Society, SCERT and
A.P. Text Book Press.
The Chief Minister also asked the departments to come with a detailed
proposal to constitute a Madrasas Board and how to recognise the Madrasa
syllabus so that the students passing out would get jobs.
The Chief Minister asked the departments to come with proposals to
regulate the private schools and how to prevent them from charging
exhorbitant fees from the parents in the name of quality education. He
said fleecing of the parents by the Corporate schools cannot go unchecked.
The School education department informed the Chief Minister that there was
some delay in supplying of the text books because of the elections and
model code etc. However textbooks for classes 6th to 10th are ready and
will be supplied by the second week of this month and for other classes,
effort will be made to supply the text books by the month end.
The Chief Minister also agreed to release the State's share of Sarva
Siksha Abhiyaan and also funds for the buildings and infrastructure of
government schools. The Chief Minister also congratulated the Government
schools for their performance in the government examinations. He has also
agreed to the proposed examination reforms like coding of answer scripts
and supplying of xerox copies of answer scripts, grading etc. He also
agreed to release the State's share for the proposed Rashtriya Madhyamik
Shiksha Abhiyan (RMSA) for IX and X classes.
The Chief Minister also hailed the performance of 135 residential schools
and 220 KGBVs. where 99.1% students passed and the highest mark is
585/600.
