has been taking the nation for a ride since so many years and he
has also been the center of media attention .But here in
Hyderabad is a auto fuel conservationist & an automobile
technologist who has invented a fuel Conservation device which
could save the nation almost a whooping Rs 10,000 crore
annually. Unfortunately his repeated knocks at various
government departments for introduction of his unique invention
nation wide has gone in vain ,when it was known to the
authorities concerned that this saving could have been certainly
possible.

an exclusive feature on Mr.Philip Joy, the inventor of this unique fuel
Conservation device called "Auto Transmission Energy Booster". We have
been trying to meet him for an interview, but he was avoiding all
publicity since he was sure of the central government take over of this
technology. Finally he agreed to speak to us only on convincing him that
our site would reach investors who can understand the potential of his
invention.
64 years old Philip Joy at first sight appeard not very keen on
detailing. Nevertheless the moment we asked him to explain about his
invention, to our surprise he spoke continuously for almost one and a
half hours without even taking a break. That said it all-his
frustration, his helplessness and above all his invention came into
light.
He is a veteran of the automobile industry with 30 years of experience
with Ashok Leyland where he was the person who was repeatedly summoned
on all the crisis situations. There he earned the title "Automobile
Wizard" as he always had a sure shot solution for all the technical
problems faced by the company.
In the mid-seventies when he was the Regional Engineer of Ashok Leyland
in Andhra Pradesh looking after company buses in the APSRTC fleet he
faced a major problem with the Viking Buses which was reported to have
heavy fuel consumption. He adopted the technology of making use of
momentum of speeding vehicles and maintaining inertia instead of totally
depending on on engine power. As a result vehicle giving only 3 to 3.2
kmpl on city routes showed 4.2 to 4.4 kmpl while on long distances the
mileage improved from 4kmpl to 5.2-5.7 kmpl. This made him to work on
this concept and there after he devoted all his efforts for
experimenting on the technology and the result was the invention of the
Auto Transmission Energy Booster.
It took 12 years for him to get the patent for his invention. Mr.Joy has
patented the device as per the Indian patent Right in 1989.
The
Auto Transmission Energy Booster is a mechanical device added to vehicle
transmission system to achieve substantial fuel conservation. The
booster technology is a blend of Automobile Engineering and Laws of
Physics, a breakthrough in Automobile Engineering superceding the
over-drive and twin-speed axle systems. The booster brings the momentum
(M x V) on a road speeding vehicle to the fore on the final drive gear
(Top gear). At this point the driver gets the feel of presence of active
momentum, facilitating his driving ahead with the accelerator at an
equilibrium position, relying more on momentum than on the engine power,
making use of the available Kinetic Energy to the maximum extent
possible. The results to the saving of substantial fuel and deriving
many more mechanical advantages with fatigue free operations by the
driver and to the vehicle equally. Under ideal conditions the Auto
Transmission Booster saves fuel upto 30% on all four wheelers
Apart from fuel efficiency the other advantages of the device are
pollution reduction, serves as damper on rough roads, stores energy on
break application and release the same on break release, avoiding gear
change, increase life of engine and transmission system, saves engine
oil top up by 60 %,reduces rear type heating and it provides fatigue
free operation to driver and vehicle.
The Andhra Pradesh Transport Corporation (APSRTC) has conducted
extensive field trials with the device covering more than 65,000 kms and
was satisfied with the results. The improvement in ranged from
13.87-18.5 per cent on long distance operation while it ranged from 17.7
per cent to 22.9 per cent on short distance operation.
He was a delegate at the International Conference on Energy Conservation
held during Nov,1994.His invention was the only one found in the global
market for automobile fuel conservation.
Subsequently the Petroleum Conservation Research Association which comes
under the Ministry of Petroleum confirmed a fuel saving of 14 to 28 per
cent after tests at Dehradun.
This technology of National importance was played down and buried under
red tape in various ministries from 1994, without getting the attention
it deserved. This was because of the pressure from the strong lobby of
vested interests who wanted to encourage more imports of oil and its
maximum burning.
He does not have the record of the number of times he met various of
officials and ministers to elicit support for the booster. Other than
some verbal assurance, nothing concrete has been done to put it to
commercial use.
The individuals personally contacted by him are Dr. P.V.Ranga Rao,in
1993, Mr.K.Karunakaran, Union Minister of Industries - in 1995 - 96, Mr.
V.K.Shunglu - Secretary IPP Industry Ministry in 1995,,Mr.Prathibha
Karan-Joint Secretary, IPP Industry Ministry in 1995,Prof.V.S.Ramamurthy
-Secretary, Dept.of Science & Technology in 1995,Sri.Ashok Parthasarathi-Additional
Secretary Dept.of Science & Industrial Research in 1995(He suggested
outright sale of this technology to his friend Mr.Chandra Mohan
MD,Swaraj Mazda, Chandigarh), Dr.R.A.Mashelkar-Director General CSIR in
1996.
All of the above individuals had observed that the invention had came to
the final stage for acceptance by Govt.of India, but nothing came up
till today.
The Keen interest shown by Prime Minister Shri.A.B.Vajpayeeji during
December 1997 when he wrote to him on this issue, gave him a hope that
the BJP Govt. will seriously consider this matter. Accordingly the case
file handed over personally by him to Sri.Santosh Gangwarji Hon'ble
Union Minister of State, Petroleum & Natural Gas during May 1998 at the
initiative of Sri Bandaru Dattattreya, Hon'ble Union Minister of State,
Urban Affairs & Employment.
In December 1999 he also discussed with Sri Ram Naik,the present Union
Minister of Petroleum who assured him in writing that the matter would
be looked into, But so far there has not been any concrete response from
the government.
According to him, if the device is commercially manufactured throughout
the nation and made obligatory for four-wheeler automobiles, there can
be an annual saving of Rs.10,000 crore in Petrol and diesel consumption.
About 500 dedicated small-scale units could be set up at different
places, generating job opportunities for 3-4 lakh people. In addition,
it could reduce atmosphere pollution by 20% and check the overspending
of heavy vehicles.
He is looking forward for his invention being accepted as a commercially
and technically viably venture so that it could be mass produced for
incorporation in all four-wheel automobiles. Since Mr.Joy's father was a
Gandhian and a freedom fighter he has all along been wanting to get his
technology introduced in India itself. The non- response to his
invention here in India has really shattered him and now he is looking
beyond India for its mass production. At the same time he is very
optimistic that his country would accept his work someday. It is indeed
a matter of shame that a technocrat like him is going unnoticed.
